The Department of Trade and Economic Development (DTED) is the South Australian Government’s key economic development agency.

DTED offers programs and services to support all business activities that benefit the State – from small business operations through to billion-dollar projects and major investments.

The Department of Trade and Economic Development (DTED) is the South Australian Government’s key agency for economic and industry development policy.
We work closely with a number of key economic advisory bodies, view Boards and Councils.
Supporting South Australia's growth
The department undertakes the following actions to support South Australia's economic growth:
· We provide high-level economic and trade policy advice to government, backed by sophisticated and rigorous analysis.
· We work to maintain close communications between government and business, and to support industry-led development initiatives.
· We develop and facilitate implementation of strategies for the economic growth of the State and its regions.
· We facilitate development of major projects of strategic significance to the State.
· We facilitate the provision of selected business extension services identified as providing a significant net benefit to the State economy.

DTED's Divisions
Office of the Economic Development Board
The Office of the Economic Development Board provides support to the Economic Development Board. The Office works to maintain a close and effective working relationship between the Board and the South Australian Government.

Commercial Division
The Commericial Division is responsible for facilitating major developments in South Australia through the case management of process, provision of sound advice and attraction of new investment.
The Division also facilitates development of major private sector projects that are of strategic and economic significance to the State. It provides high-level commercial and financial analysis, risk assessment, due diligence processes and strategic consultancy services to the department and other agencies.
The Division works closely with the Economic Development Board to deliver initiatives aimed at increasing the State's economic growth potential. The division comprises three units:
The Investment Branch maximizes private sector investment in the State by attracting new private sector investment as well as future investment by businesses currently located in the State.
The Case Management Branch facilitates sustainable industry and regional development projects through a collaborative approach across government agencies and key stakeholders. The Unit provides a single point of contact for projects of major significance to the State.
The Commercial Branch conducts high-level commercial and financial analysis, risk management and due diligence processes and provides strategic consultancy services to the department and related agencies to assist the evaluation and determination of the business viability of projects and economic development programs.

Manufacturing and Business Services
The Manufacturing and Business Services Division works in partnership with industry and industry associations and advisory bodies to identify industry development needs to be addressed through government supported business information, training and advisory services.
The Division focuses on promoting innovation through the uptake of new technologies, skills and management systems and building export capabilities in the manufacturing and traded services sectors. The Division aims to lift industry awareness and application of advanced tools and techniques of relevance to their requirements.
The Division works in collaboration with the Centre for Innovation, which was established as a partnership between government, industry and the universities. Our aim is to provide a range of innovative services and to act as a catalyst for high-growth South Australian companies to innovate through the development of new products and services, improved processes and business practices and the application of advanced technology.
The Division works collaboratively with local government, Business Enterprise Centres, Regional Development Boards, education providers and industry associations on design, delivery and evaluation of business development services and provides a conduit between the needs of South Australian industry and relevant delivery providers.
The Industry Capability Network South Australia operates within the Division and promotes industry through import replacement and opportunities for participation in major projects.
The Division contains the Office of Manufacturing, which works in partnership with manufacturers to promote the growth of a competitive and prosperous manufacturing sector. The Office acts as an advocate and provides a key contact point within the State Government for manufacturing businesses.
The Office provides support to the Manufacturing Consultative Committee and works to maintain a close and effective working relationship between the Committee and the South Australian Government.
The Division also contains the Office of Small Business, which works in partnership with the small business sector to promote the sector's growth and profitability. Business Enterprise Centres and Regional Development Boards are funded by the State and Local Government to assist small businesses with information, programs and networking.

Small Business Advocate
Investigates complaints from small business and negotiates with the relevant State Government agencies on behalf of small business.
Works to reduce the number of complaints by advising government departments and agencies on more "business friendly' approaches to small business policies, practices and procedures; and
Represents the interests of small business by monitoring relevant government policies and legislation and offering advice on changes based on feedback.

The Office of Small Business is the Secretariat of the Small Business Development Council helping to grow small business and to maintain a close and effective working relationship between the Council and the South Australian Government.
Office of Trade
The Office of Trade works in partnership with the Export Council, business and other government agencies, including Austrade, to increase the value of exports from South Australia and the number of South Australian companies that export.
The Office manages a range or programs to assist South Australian companies to develop export activities.
The Office also provides support and maintains close and effective working relationships between the Export Council, business and the South Australian Government.

Population and Migration Division
The Population and Migration Division works in partnership with the Population Advisory Group and other Government agencies to meet the targets in Prosperity through People – A Population Policy for South Australia.
The policy has three key pillars or areas of action – migration, fertility and ageing, intertwined with labour force and skills development.
The Division consists of three units focussed on policy, migration assistance and marketing.
Population Policy is responsible for coordinating and monitoring the implementation across government of the programs and initiatives in Prosperity through People – A Population Policy for South Australia.

Office of Regional Affairs
The Office of Regional Affairs promotes the sustainable development of non-metropolitan regions and the building of regional capacity to support economic development.
The Office ensures that State Government policies and programs to promote improved economic and social outcomes for non-metropolitan regions are developed with strong input from the Economic Development Board and regional stakeholders.
The Office, together with Local Government funds, and works closely with, the State's 13 Regional Development Boards.
The Office provides support to the Regional Communities Consultative Council and facilitates consultation between the government and regional businesses and community organizations.

Economic Analysis and Policy Division
The Economic Analysis and Policy Division plays a lead role, in association with the Economic Development Board, in developing the government’s economic development policy framework.
To ensure an integrated and balanced approach to policy and program development, the Division’s work is guided by input from economic advisory bodies and carried out in close collaboration with other State agencies.
The Division provides high-level economic and industry policy advice, based on rigorous research and analysis, with a particular focus on enhancing the international competitiveness of the business environment in South Australia and increasing the productivity of the State's businesses.
It assesses opportunities and constraints on future growth and development and provides advice on strategic options for promoting growth.

Strategy Unit
The Strategy Unit is responsible for co-ordinating the Department’s strategic and business planning and ensuring that whole-of-government mandates and strategic directions, such as South Australia’s Strategic Plan, are adopted and monitored within the agency.
The Unit also manages corporate reporting, program and project evaluation, and corporate and internal communications related to the strategic direction of the agency, including community engagement activities.
The Unit also works collaboratively across the department and in cross-agency working groups to develop comprehensive responses to key strategic issues, and provides executive support to the Chief Executives’ Economic Development Forum and key leadership forums within the Department.

Corporate Services Division
The Corporate Services Division provides a comprehensive range of high-quality support and marketing services to the portfolio’s divisions and branches. The Division is responsible for ensuring that support services in the areas of risk, procurement, finance, human resource, information technology, administration and occupational health and safety services are delivered effectively.
The Marketing Unit provides campaign, media, publication and events management services to the Department's divisions, as well as playing a key role in State promotions.
